Public Notice

The Birmingham Airport Authority (the “Authority”) intends to file with the Federal Aviation Administration (the “FAA”) applications to amend impose and use PFCs on two (2) approved capital projects and to impose and use PFCs on two (2) new capital projects at Birmingham-Shuttlesworth International Airport (the “Airport”).

The proposed charge for the new application is $4.50 per enplaned passenger, the proposed effective date is October 1, 2008, and the estimated charge expiration date is January 1, 2010. PFCs for the existing approved applications will continue to be collected at the $3.00 rate until fully collected on October 1, 2008. For the three PFC applications in total, an additional $10,325,262 of PFC collection authority will be requested. The Authority is seeking public comments on the applications and on the following projects:

Project No. & Title: 4.2 Expand Air Carrier Apron
Description: The amount of PFC Funding is being reduced by $5,000,000 because the project is being deleted. This project involves the design and construction of a portion of land immediately adjacent to the air carrier apron near Concourse C. The apron will accommodate aircraft that are unable to be placed at the gates.

Justification: Project is being cancelled.

PFC Revenue: ($5,000,000)

Project No. & Title: 5.2 Install New Fids/BIDS System
Description: This project is being amended to increase PFC funding by $151,623 to provide additional LCD screens. This project includes installing a new Flight Information Display System (FIDS) and a Baggage Information Display System (BIDS) throughout the airport facility. During installation, it became apparent that 40-inch LCD screens were needed.

Justification: This project is needed to further enhance capacity at the existing terminal building. The old system had become outdated and could no longer be supported by the manufacturer.

PFC Revenue: $151,623 increase $742,840

Project No. & Title: 7.1 Acquire Noise Land
Description: This project includes acquiring approximately 205 acres of land, containing approximately 584 different parcels, all contained with the 65 LDN noise contour. The Airport has an approved Part 150 Noise Study on file. This application seeks PFC approval for the local share of AIP Noise Grants.

Justification: This project is needed to mitigate noise in the community adjacent to the Airport.

PFC Revenue: $3,173,639

Project No. & Title: 7.2 Terminal Modernization Program Design
Description: The Terminal Modernization Project at Birmingham-Shuttlesworth International Airport provides for the complete modernization and expansion of the passenger processing terminal and renovation or replacement of 19 gates on two concourses. The completed project will include the construction of an additional six gates bringing the terminal gate total capacity to 25 gates, allowing the Authority to manage projected growth through the 20-year planning horizon.

Justification: A thorough inspection and needs assessment of every aspect of the entire terminal building was conducted that identified the following fundamental problems that will be addressed during the design effort:

  • The roof membrane and structure no longer protects the building from the external environment.
  • The exterior walls leak, are inadequately insulated, and suffer from the normal abuses of high impact use facility.
  • The primary building systems (electrical, mechanical and fire protection) are at the end of their useful life.
  • The existing central plant requires capital replacement of some major pieces of equipment and expansion.
  • The layout of the building is no longer consistent with the requirements of changing airline operations (fleet mix), passenger convenience (passenger screening and concession types and locations), security (baggage screening) and flexibility to adjust ever-changing conditions in the industry.

PFC Revenue: $12,000,000
